President Jiang Zemin Met With Chilean President Lagos and Other Officials

On April 5, President Jiang Zemin held talks with Chilean President Lagos at Chilean Presidential Palace. The two sides exchanged views on bilateral relations and major international and regional issues of common concern and achieved broad consensus and positive results.

Lagos extended a warm welcome to President Jiang for his first state visit to Chile. He said that half of the Chilean Cabinet is present at the talks with President Jiang, which shows that they really look forward to exchanging views on wide-ranging issues with the Chinese side.

Jiang said that his current visit to Chile, Argentina, Uruguay, Brazil, Cuba and Venezuela is to strengthen exchanges, enhance trust, promote cooperation, and achieve common development. He went on to say, the face that I have chosen my first trip abroad at the beginning of the new century to Latin America and Chile as the first leg shows that China attaches great importance to relations with Latin America and China-Chile relations.

Jiang noted that in the past 3 decades and more since the establishment of diplomatic relations between China and Chile, bilateral relations have developed smoothly. High-level exchanges of visit between the two sides have been frequent and bilateral trade increased greatly every year with the trade volume in 2000 exceeding US$2 billion. The two sides share the same or similar views on many major international issues and maintained good cooperation in international organizations such as UN and APEC.

He said that China attaches great importance to relations with Chile. To continue to strengthen and deepen bilateral cooperation is of great importance, in the interests of the two peoples and conducive to world peace and development. Jiang emphasized a few principled concepts on promoting China-Chile all-round cooperation of long-term stability, equality and mutual benefits in the 21st century.

First, high-level exchanges of visits and contacts and expand exchanges in all areas and at all levels should be maintained. Exchanges can be conducted in many ways. Apart from mutual visits, contacts can be made in international and regional or other multilateral occasions. Exchanges should also be actively promoted between the parties, parliaments and provinces and cities of the two sides.

Second, economic trade and scientific and technological cooperation should be expanded, two-way investment be enhanced and levels of cooperation be upgraded, so as to achieve mutual complementarity.

Third, coordination and cooperation in international affairs, particularly in UN, APEC, and East Asia –Latin America Forum should be strengthened. China and Chile have maintained good coordination and cooperation in international affairs. We attach importance to and are willing to constantly enhance such coordination and cooperation and make joint efforts to establish a fair and reasonable new international political and economic order.

On bilateral economic, trade, scientific and technological cooperation, President Jiang said that China and Chile have witnessed good economic and trade development in recent years. Bilateral trade hit a record high last year. Chile has become China’s second largest trade partner in Latin America. The Chinese side holds a positive attitude towards further enhancing bilateral trade and conducing economic, scientific and technological cooperation. It is hoped that the business communities of the two countries can enhance contacts and exchanges, deepen understanding, and jointly explore the possibility of economic cooperation and increase mutual investment.

He said that China-Chile scientific and technological cooperation had a late start, but the two sides have a lot of experiences to learn from each other in the area of science and technology. There are broad prospects for the cooperation in agriculture, fishery, and seismic forecasting. It is believed that with the support of the two governments and mutual efforts of the scientific and technological sectors, scientific and technological cooperation will score greater development.

Lagos thanked President Jiang for his comprehensive comment on Chile-China relations. He said that since the two countries established relations thirty years ago, they have maintained a channel of dialogue. Chile is very glad that President Jiang put Chile as the first leg of his Latin America tour. The Chilean side is happy to note that Chile-China relations have been developing very smoothly. It is hoped that bilateral relations can reach a higher level. The two sides should maintain high-level exchanges of visits and further expand bilateral cooperation in economic, scientific, technological and trade areas.

Lagos said that Chile-China trade has witnessed rapid development in recent years. It is hoped that the trade policy coordination committee to be established between the two sides will play its due role in promoting bilateral economic and trade cooperation and exchanges. He said that Chile would actively encourage its enterprises to invest in China for cooperation and also welcome Chinese enterprises to invest in Chile. He said that scientific and technological and cultural exchanges would have a broad prospect.

Lagos said that Chile and China share the same or similar views on many major international issues. The two countries have conducted good cooperation in international affairs and supported each other. Chile is ready to strengthen coordination and cooperation with China in UN, APEC and WTO.

Jiang explained China’s principled position on the Taiwan question and appreciated Lagos’ position adhering to one China and not having official relations with Taiwan. Lagos reiterated that Chile would adhere to one China policy.

During the talks, Jiang iterated China’s views on the current international situation and emphasized the views on multi-polarization and globalization.

Jiang said that the world is moving towards multi-polarization.  This is a demand for progress, which helps the establishment of a new international political and economic order, serves world peace and stability and conforms to the wishes of the majority of countries and people in the international community.  He said that the world is a diversified one. Nearly 200 countries and 6 billion people are different in terms of historical traditions, economic levels, political systems, ethnicity and religion, culture and education. It is unimaginable that a single norm or value system can be used to govern all. Jiang emphasized that the nations should be responsible for what is within the national sovereignty of all countries. International issues should be handled by all countries through consultations. He said that all the developing countries, closing their ranks and maintaining their rights and interests are progressing with increasing momentum.  This is an important force in promoting multi-polarity and establishing a fair and reasonable new international political and economic order.

Economic globalization is the major trend. The economic and trade ties between all countries and regions are becoming ever closer, which has brought new development opportunities and become a positive force in promoting world peace and stability.

At the same time, globalization has enhanced the operational risks of all the countries. In particular, the economic security and sovereignty of developing countries that are in a weak position face new challenges, with the gap between the North and South ever widening.

He emphasized that a global economy needs global cooperation. We need an economic globalization of equality, mutual benefits, common successes and co-existence. All countries, North or South, big or small, should be beneficiaries of globalization.

He said that through joint efforts of the international community, on the basis of full participation and democratic consultations by all countries, an effective international rule should be made so that globalization will help reduce the gap between the North and South, achieve common development and benefit the developing countries, thus promoting world economic balance, stability and sustainable development.

Lagos fully agreed with Jiang. He also briefed Jiang on the Chilean view and position on certain issues.

On April 6, President Jiang also met with Andres  Zaldivar Larrain, President of the Senate, and Hernan Alvarez Garcia, President of the Supreme Court respectively and held friendly talks with them.
