The Embassy Spokesperson's Statement on Hong Kong-related Comments by the Norwegian side

The Standing Committee of China’s National People’s Congress adopted on Wednesday a decision on the qualification of members of the Legislative Council(LegCo) of the Hong Kong Special Administrative Region(HKSAR). According to the decision, LegCo members shall be disqualified for the office once they are determined by law to have failed to meet the legal requirements of upholding the HKSAR Basic Law and honoring the pledge of allegiance to the HKSAR of the People’s Republic of China. The HKSAR government announced then that four members of the LegCo have been disqualified. We have noticed that the Norwegian side has made its comments on this matter.

The Chinese Embassy in Norway firmly supports the decision of the National People’s Congress and the HKSAR government, and expresses resolute opposition to the wrong comments by the Norwegian side.

1 - Hong Kong is a special administrative region of China. The qualification of its Legislative Council members is an internal affair of China. The Standing Committee of the National People’s Congress, as the permanent body of China’s highest organ of State power, has the right to deal with constitutional issues as such, which is in full accord with China’s Constitution, the Basic Law and “one country, two systems”.

2 - It’s a universal principle of political ethics that holders of public office shall uphold constitutional laws and pledge allegiance to their home countries. No country would ever allow public office holders, lawmakers included, to breach the Constitution and the laws, or conduct any act of treachery. In Norway, punishments for treason and other acts harming national independence and security are stipulated in Article 17 of the Penal Code. The Municipality and County Law includes the suspension and deprivation of power of members of municipal and county councils, due to violations of their legal duties.

The relevant ex-Legco members have deliberately obstructed normal operation of the LegCo, refused to acknowledge China’s exercise of sovereignty over the HKSAR and Hong Kong's constitutional status as a local region of China. They’ve even lobbied foreign countries to interfere in the internal affairs, and willingly acted as the pawns of foreign forces. Their actions were in open violation of the “one country, two systems” and the Basic Law, and are betrayals of allegiance toward the country. It’s only just and necessary to disqualify such LegCo members.

3 - It’s most natural and proper that each country handles its own affairs in accordance with its own laws, to maintain the national security and hinder foreign forces from interfering in internal affairs. The decision made by the Chinese side is a necessary and essential step to uphold and improve the "one country, two systems" and to maintain the rule of law and constitutional order in the region. This, has a rock-solid public opinion basis in China. China is determined to safeguard its national sovereignty, security and development interests. It is our firm conviction that Hong Kong will maintain long-term stability and prosperity.
