Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results (Updated in August, 2021)

In order to reduce cross-border transmission of Covid-19, starting from 7 November, 2020, all Chinese and foreign passengers who are to fly from Norway to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flights. The specific requirements are as follows:

 

I. TravelRequirements

In order to avoid cross-infection when transiting through multiple stops, passengers must fly from Norway to China through only one transit country. All passengers including those who set off from Norway to the transit country by self-driving or train, need to take tests and apply for HS Code or a certified health declaration form within 48 hoursbefore boarding their flights both in Norway and in the transit country.

All passengers shall avoid travels to any country or region that is seriously affected by the pandemic 28 days before their trip to China.. All passengers must sign and submit the Travel History Declaration Formin the appendix.

 

Ⅱ.Test Requirements

Nucleic acid and IgM anti-body tests in Norway have to be taken in registered medical institutions. The test certificates have to be in English and include test date, test result (negative), passengers' names, DOB, travel documents number etc., as well as telephone numbers or e-mail addresses of the institutions or doctors for verification.

Nucleic acid rt-PCR test report must include such terms as NAAT and rt-PCR. If possible, it should also specify sampling method, including pharyngeal swab, nasopharyngeal swab, etc.

IgM serum antibody test must be performed through venous blood sampling, and the test report must include the following terms: Serum, IgM, Antibody and Venous, etc. Finger-prick blood testing and rapid test are no longer accepted.

 

III.Application Method

1.Chinese Citizens Applying for Green Health Code with the "HS" Mark

Chinese citizens must upload to the WeChat Health Code appphotos of their negative nucleic acid and IgM anti-body tests results, together with their itinerary, valid residence certificateand Travel History Declaration Form, which will then be examined and verified by the Embassy. Then they will get the green health code with the "HS" mark. Passengers must present the green code within its validity period to the airlines flying directly to China before boarding.

2.Non-Chinese Citizens Applying for Electronic Health Declaration Form

Non-Chinese passengers shall apply for the Electronic Health Declaration Form by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/via computer or smart phone, and fill in the information, declare the health status and upload the test certificates,itinerary,valid residence certificate and Travel History Declaration Formonline, which will then be examined and verified by the Embassy. Upon approval, they will receive the Electronic Health Declaration Form displayed as a QR code with a "HDC" mark. Passengers must present the electronic or printed code, and follow the procedures for inspection by relevant airlines during boarding.

 

IV. Additional Requirements for Fully-Vaccinated Passengers

"Fully-Vaccinated Passengers" refers to those who have had all the required dosesof the vaccineand have completed vaccination for 14 days, not including those who have had only one dose of a 2-dose vaccine.

Passengers with negative nucleic acid test result and positive IgM antibody test result after vaccination need to fill in Letter of Commitment on COVID-19 Vaccinationin the Appendix, sign it by hand and upload it together with a vaccination certificate. The certificate should be authentic and include necessary information like the passenger's name and DOB, brand of vaccine, doses and date of vaccination.

 

V. Additional Requirements for Passengers Who Have a COVID-19 Infection Record

"Passengers Who Have a COVID-19 Infection Record" refers to those who have been diagnosed with Covid-19 by a medical institution, or have a positive test record of PCR, IgM or IgG antibody (not including positive test result due to vaccination), though never being diagnosed with Covid-19 by a medical institution.

These passengers are requested to send a CT/X-ray scan of lung together with a medical conclusionand 2 negative rt-PCR test reports (minimum 24 hours in between 2 tests)to consular@chinese-embassy.no. After getting the confirmation of the Embassy, these passengers need to stay in isolation for 14 days. The HS/HDC code will be given if the applicants test negative both for rt-PCR test and serum IgM antibody test 48 hoursbefore boarding their flights in Norway.

 

VI. Reminder

Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" or a certified health declaration form will be refused to board the flight to China and will have to change your itinerary.

Please check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks.
